Description
 
A major objective of the 5th Framework Programme (FP5) of the European Commission (EC) is the cooperative approach to Research and Techno-logical Development across Europe. The European National Research and Education Networks (NRENs) have a long tradition of providing the most advanced platforms for cooperative, transnational research, coupled with their dual function in supporting the academic and educational communi-ties. This was emphasized in the Feira European Council in which the eEu-rope initiative was formalized.
 
One of the eEurope objectives stres-sed the urgent need for faster and re-liable Internet for researchers and stu-dents; as a consequence, the FP5 workprogramme supported the estab-lishment of GEANT, the latest genera-tion of pan-European research net-work infrastructure interconnecting at gigabit rates more than 3,000 re-search and education institutions in 32 countries through 28 national and re-gional research and education net-works.

Objectives
 
1.Establish the South-East European in-frastructure interconnecting the Na-tional Research and Education Net-works (NRENs) of Albania, Bosnia-Herzegovina, Bulgaria, Former Yugo-slav Republic of Macedonia (FYROM), Federal Republic of Yugoslavia - Serbia and Montenegro (FRY), Greece, Hun-gary and Romania (called regional NRENs). The NRENs will be linked via 2-34 Mbps international connectivity.
 
2.Interconnect the regional NRENs to the major GEANT Points of Presence (PoPs) in this area and thus to the Pan-European research network. The major GEANT PoPs in the region are located in Budapest, Athens, Lubljana and Vi-enna.
 
3.Serve as a guide for future upgrades, so that all regional NRENs will be able to participate in GEANT and be part of the European "e-Science" distributed platform.
 
4.Ease the "digital divide" that still sepa-rates most of the SEE countries from the developed world. Build awareness of IST in SE Europe non-EU countries and serve as a paradigm for bridging the digital divide in other areas. Provide a platform for cooperation of scientific and educational communities of EU Member States with Newly Associated States (NAS) and 3rd Countries.
 
5.Exploit and disseminate the results. Investigate additional sources of fund-ing from the EC, from EU States na-tional funds and international organiza-tions that are actively involved in the SEE region, such as UNESCO and NATO.
